Penn 5500 SS Graphite High Speed 4.6 : 1 Fishing Reel USA

First, I don't know much about fishing reels. The reel looks to be in good used condition. The bail woks as it should. The knob at the top of the spool, that adjusts the line tension doesn't let the line loosen up quite right. It works to a certain point. I believe it can be fixed or adjusted ? There are some small scratches and dings, nothing terrible in my eyes. The pictures show pretty good what is being offered. You will have to be the judge.
